Here are some initial (not final) statistics, which show the Israeli war crimes against humanity, during the current Israeli genocidal war on the Gaza Strip, based on the reliable data reported by the Palestinian Ministry of Health in Gaza:

By December 10, 2025, the initial death toll of Palestinians who have been killed by the Israeli genocidal war on Gaza Strip is 79,874.   

This includes the accounted for deaths (70,370) and those who are still missing under the rubble (an estimate of at least 9,504+). 

By December 10, 2025, the documented injuries exceeded 171,0069. 

By December 10, 2025, according to news reports, 1,052 Palestinians who were killed, 7,379 who were injured, and 19,836 who were kidnapped by Israeli occupation forces in the West Bank, since October 7, 2023.  

Note: The total number, mentioned above, of Palestinians who were kidnapped by the Israeli occupation forces in the West Bank does not subtract those who were released after kidnapping them.

The Commission of Detainees and Ex-Detainees Affairs, the Palestinian Prisoner’s Society (PPS), and Al-Dhameer Association for Human Rights stated in a report issued Sunday that the total number of kidnappings of Palestinians in the West Bank, since the start of the ongoing genocide in Gaza, has risen to more than 18,500, including over 570 women and about 1,500 children.

Misha'l: Gaza’s needs must be met to pave the way for the next ceasefire stage

Head of the Hamas foreign political bureau, Khalid Misha'l, said on Tuesday that providing the Gaza Strip with its humanitarian needs is an essential step towards accelerating the transition to the second phase of the ceasefire agreement.

In remarks to Al Jazeera satellite channel, Misha'l said that the real threat comes from the Israeli occupation regime, not from Gaza, stressing that disarming the Palestinians would be like taking their souls.

Misha'l affirmed that governance in Gaza must be fully Palestinian, emphasizing that Palestinians alone should determine their leadership and maintain control over the administration of the Gaza Strip.

Misha'l highlighted that the 'Hamas leadership is striving to ensure that relief reach the Gaza Strip by any possible means.

The 'Hamas leader said that “Gaza has endured enough and now it is time for the the Palestinian territory to heal, focus on rebuilding, and restore normal life,” stressing that “Gaza needs those who will help it rise and heal.”

Heavy rains have inundated thousands of tents sheltering displaced Palestinian families in the Gaza Strip, compounding the suffering of civilians, who have endured more than two years of devastating Israeli genocidal war.

The downpour, brought by Storm Byron before dawn on Wednesday, submerged tent encampments across several areas of the besieged and war-ravaged Palestinian territory.

Images and video footage showed multiple tents and personal belongings in Gaza that were damaged, waterlogged or swept away by rainwater.

According to earlier data from the Palestinian Government Media Office in Gaza, the coastal enclave requires about 300,000 tents and prefabricated housing units to meet the urgent shelter needs of the Palestinian people after the Israeli occupation army wreaked havoc on the territory over two years of its genocidal war on the Palestinian people there.

Unexploded ordnance in Gaza poses serious risk to civilians, with children most at risk, UN official says

NEW YORK, December 10, 2025 (WAFA) –

Julius Van Der Walt, Chief of the Mine Action Programme in the Occupied Palestinian Territory, warned that war remnants and unexploded ordnance are obstructing the return of normal life in Gaza, with children being the most at risk.

In a press statement today, Wednesday, Van Der Walt said that unexploded ordnance in Gaza poses a serious threat to civilians, especially as hundreds of thousands return to their homes and neighborhoods following the ceasefire.

He noted that more than two years of intensive Israeli attacks on the Gaza Strip have left widespread contamination with explosive materials, negatively affecting the delivery of humanitarian aid, slowing the recovery of the sector, and making reconstruction work extremely dangerous, in addition to directly threatening civilian lives.

Van Der Walt explained that UN teams face explosive hazards almost daily across different areas of the Gaza Strip, and families moving within Gaza are at risk from these materials.

He emphasized that children are the most vulnerable, as is the case in most conflict zones worldwide, due to their curiosity and tendency to touch unexploded ordnance without understanding the danger.

The UN official noted that there is no precise data on the full extent of explosive contamination in Gaza, although strong indicators point to its widespread presence across most areas.

He added that the UN Mine Action Service has been operating in Gaza since October 2023.

Since then, Van Der Walt said that more than 650 hazardous items have been identified in the areas the teams were able to access, with the vast majority being unexploded ordnance and improvised explosive devices.

He also highlighted that Gaza’s small geographic area and high population density make the situation more complex compared to other conflict zones such as Syria and Lebanon.

Van Der Walt stressed that avoiding explosive remnants is nearly impossible under these conditions, and even small remnants can cause major disasters. He warned that residents returning to their homes must exercise extreme caution and report any suspicious or movable objects immediately.

Van Der Walt warned that these objects are highly sensitive and could detonate at any moment, potentially causing deaths or serious injuries, as well as releasing toxic substances.

Julius van der Vaart, Head of the UN Mine Action Program in the Palestinian Territories, warned that children are the most at risk from explosive remnants of war and unexploded ordnance in Gaza, stressing that these hazards are preventing life from returning to normal in the region.

Speaking to the press on Wednesday, Van der Vaart said that unexploded ordnance poses a serious threat to civilians, especially as hundreds of thousands move around following the ceasefire.

He noted that over two years of intense Israeli attacks on Gaza have left widespread contamination by explosive materials, which hampers the delivery of humanitarian aid and slows the recovery of the territory.

This, he added, makes rebuilding efforts in Gaza extremely dangerous and poses a direct threat to civilian lives.

Van der Vaart stated that the UN Mine Action Service has been operating in Gaza since October 2023 and has so far identified over 650 hazardous items in areas they’ve accessed, most of them being unexploded ordnance or improvised explosive devices (IEDs).

He stressed that UN teams face daily risks from explosives throughout the Strip and that families moving within Gaza are constantly exposed to danger.

The UN official emphasized that children are the most vulnerable, just as in other conflict zones, due to their curiosity and tendency to touch unfamiliar objects without realizing the risk.

'Hamas condemns killing of another Palestinian political prisoner, as evidence of systematic abuse in the Israeli occupation apartheid regime's prisons

The 'Hamas Movement said that the martyrdom of prisoner Abdul-Ra'hman El‑Sabbateen, 21, in the Israeli detention highlights once again the systematic policy of slow killing pursued against Palestinian detainees in the Israeli occupation apartheid regime prisons.

“The martyrdom of prisoner Abdul-Ra'hman Sufyan Mu'hammed El‑Sabbateen, from the town of 'Housan in Bait La'hm (Bethlehem) Governorate, after his health worsened in Israeli jails, constitutes a new crime added to the record of horrific violations committed by the Israeli prison service against Palestinian detainees,” 'Hamas said in a statement on Wednesday.

'Hamas also said that the Palestinian prisoners in the Israeli occupation apartheid regime prisons endure “physical abuse, maltreatment, starvation, and deliberate medical neglect, amid harsh incarceration conditions and violations that have been escalating since the start of the war on Gaza.”

Rights group: Palestinian prisoners are freezing to death in the Israeli occupation apartheid regime prisons

The Commission of Detainees and Ex-Detainees Affairs has warned of a dramatic deterioration in the conditions of Palestinian prisoners held in the Israeli occupation apartheid regime prisons, describing this winter as the harshest cold wave they have faced in years.

In a statement on Wednesday, the Commission said the cold inside prison sections is “many times more brutal than outside,” as concrete cells turn into damp, freezing spaces. Metal beds, it added, “bite into their bodies with freezing cold,” while icy air seeps in all night long. Most detainees have only thin clothing that offers virtually no protection against winter temperatures.

The Commission said conditions have grown increasingly dangerous as prisoners are deprived of blankets and winter clothes, creating what it called “inhumane detention conditions” that risk triggering a serious health disaster.

According to the statement, scenes inside the cells are “shocking”: some prisoners are forced to sleep on the floor because there are no warm mattresses, while others cover themselves with torn pieces of cloth.

Sick prisoners, it added, shiver through the night without medicine or adequate covers, in conditions the Commission described as “one of the cruelest forms of torture.”

The Commission stressed that this is not simply a matter of poor conditions, but “a deliberate assault on the lives of the prisoners,” pointing to rising cases of infections, severe colds, and worsening joint pain. It held Israel fully responsible for any further deterioration or potential deaths.

It urged the international community to intervene immediately, warning that “prisoners’ bodies are freezing now, and every hour of silence means more danger for them.”

The 'Hamas Movement had previously accused Israel of pursuing a policy of “slow killing” against Palestinian detainees through medical neglect and systematic abuse.

In a statement earlier on Wednesday, Hamas warned of what it called “systematic executions” inside prisons that have led to a rising number of deaths among the Palestinian prisoner population. The movement called on international institutions to assume their responsibilities in holding Israel accountable.

Since October 7, Israeli occupation authorities have arrested around 20,000 Palestinians from various areas of the occupied West Bank and Jerusalem. The number of detainees from the Gaza Strip remains unknown, amid Israel’s refusal to reveal accurate figures.

Multiple human rights reports, including Israeli reports and a study by Israel’s Public Defender’s Office, have documented a severe collapse in prison conditions, reaching dangerous levels of overcrowding, hunger, and near-daily beatings of Palestinian detainees.

Gaza municipality warns of deadly winter storm as displaced families face catastrophic conditions

Gaza Municipality warned on Wednesday that a polar low-pressure storm poses a serious danger to displaced families and residents, amid the massive destruction caused by the Israeli genocide that has led to the near-total collapse of the Strip’s infrastructure.

Municipal spokesman 'Husni Muhanna said the recurring winter storms now pose “a direct threat to the lives of hundreds of thousands of civilians,” especially those living in displacement camps that lack any protective structures.

Muhanna noted that Israeli occupation forces destroyed more than 85 percent of the municipality’s equipment, crippling the ability of emergency crews to respond to flooding, pump accumulated water, and support residents in affected areas.

He added that the heavy rainfall in recent hours has already submerged thousands of tents across the Strip. Displaced families, he said, are living in makeshift shelters that cannot withstand rain, wind, or freezing temperatures, warning that conditions are rapidly moving toward a “compound humanitarian disaster.”

Muhanna reported a severe shortage of essential materials required for municipal work and urged immediate international pressure on Israel to allow the entry of emergency equipment, shelter materials, and basic humanitarian supplies.

According to earlier figures released by the Government Media Office, Gaza requires nearly 300,000 tents and prefabricated housing units to provide even minimal shelter for displaced residents, after two years of systematic destruction targeting infrastructure, public services, and residential areas.

Over 60 million tons of rubble and 4 million tons of hazardous waste left by Gaza genocide

The Palestinian Environmental Quality Authority announced on Monday that the destruction of buildings and infrastructure during the Israeli war of extermination in Gaza has produced more than 60 million tons of rubble, including 4 million tons of hazardous waste, around 50,000 tons of asbestos, and approximately 100,000 tons of explosives and unexploded ordnance.

The authority stated that the assault destroyed 80% of Gaza’s water and sewage systems, widely polluted the coastal aquifer, and demolished over 2,000 industrial facilities across the Strip.

The war also caused the creation of makeshift garbage dumps and led to the accumulation of over 700,000 tons of solid waste, while health landfills and medical waste treatment stations were destroyed, causing new areas to become contaminated, especially due to the mass displacement of civilians from northern to central and southern Gaza.

The Environmental Authority warned of massive leaks of chemicals, oils, solar cells, batteries, and asbestos into the soil and surface water, dangerously accelerating the region’s environmental collapse.

In the coastal region, widespread pollution by sewage, explosive remnants, and toxic waste was recorded. A marine zone between 700 to 1,000 meters from shore is now tainted by gray and black slicks, significantly reducing the area available for fishing.

Approximately 3,700 dunums of coastal and beach environments were destroyed, in addition to 50% of Wadi Gaza Nature Reserve, the only natural reserve in the territory.

The war also devastated vast agricultural areas, contaminating them with sewage, solid waste, and explosives. Military vehicles hardened the soil and destroyed its arable layers.

According to the Authority’s estimates, Israel’s assault destroyed 95% of Gaza’s crop production, 98% of fruit-bearing trees, and 89% of seasonal crops across the Strip.

Gaza: Death toll climbs to 70,370 martyrs

The death toll from the Israeli genocidal war on the Gaza Strip, which started on October 7, 2023, has surged to 70,370 martyrs, according to the Palestinian Ministry of Health in Gaza, on Thursday.

The Ministry added that the total number of the wounded also surged to 171,069 people.

In its daily report, the Ministry mentioned that hospitals received the bodies of three civilians as well as five wounded people during the past 24 hours.

Since the ceasefire agreement took effect on October 10, 2025, at least 382 Palestinians have been killed, 992 others have been injured, and the bodies of 627 martyrs have been recovered.

Three Palestinians killed by Israeli army fire in northern Gaza

GAZA, December 10, 2025 (WAFA) –

Three Palestinians were killed today by the Israeli occupation forces’ fire in Jabalya El-Balad in the northern Gaza Strip.

WAFA correspondent reported that the three victims, including a woman and a child, were transferred to Al-Ahli Hospital in Gaza City.

With the killing of these three Palestinians, the toll of deaths and injuries since the ceasefire agreement went into effect on October 11 has risen to 382 and 992, respectively.

Israeli occupation army fatally shoots and crushes a Palestinian child with tank in central Gaza

GAZA, December 10, 2025 (WAFA) –

The Israeli occupation army fatally shot a Palestinian child today before crushing him with a tank in central Gaza.

WAFA correspondent reported that the army shot 16-year-old Zahir Nasir Shamiya from Jabalya refugee camp and then ran over him with a tank, splitting his body in half.

Meanwhile, medical sources and civil defense teams reported that 30 bodies have been recovered from a mass grave inside El-Shifa medical complex in Gaza.

Sources stated that recovery operations are ongoing, with the number of victims in the mass grave at the complex estimated to exceed 300.

Israeli army kills three civilians, injures others in Gaza

The Israeli occupation army continued to violate the fragile ceasefire agreement, killing three people and wounding others on Wednesday in different areas of the Gaza Strip.

Medical sources reported that the bodies of three civilians, including a woman and a child, arrived at Gaza’s hospitals, as well as five other people suffering from injuries following Israeli attacks in the Strip today.

Media sources said a Palestinian child was killed after being shot and then crushed by an Israeli tank near the so‑called “yellow line” in Jabalya refugee camp, north of Gaza. He was identified as Zahir Nasir Shamiya.

A man and a woman were also killed, and a third Palestinian was wounded when Israeli snipers opened fire from cranes in the east of Jabalya towards 'Halawa refugee camp in northern Gaza.

In southern Gaza, two civilians were injured in an Israeli artillery attack on Bani Suhayla town, east of Khan Younus.

A child also sustained injuries after an Israeli drone opened fire at him east of El‑Buraij refugee camp in central Gaza.

Meanwhile, Gaza’s civil defense service, in coordination with the UN Office for the Coordination of Humanitarian Affairs (OCHA), recovered the body of a martyr from El‑Wa'ha area north of Gaza City and transported it to Al‑Shifa Hospital before handing it over to his family.

A Palestinian killed by Israeli gunfire in Bait Lahya as total death toll rises to 70,366

A Palestinian man was killed on Tuesday evening after being shot by Israeli occupation forces in Bait Lahya, northern Gaza Strip.

The PIC correspondent reported that the body of the martyr arrived at Al-Shifa Medical Complex following his injury by Israeli gunfire in the Al-'Atatra area of Bait Lahya.

The Palestinian Ministry of Health in Gaza confirmed that one martyr and six injured had arrived at hospitals over the past 24 hours.

In a press statement on Tuesday, the ministry pointed out that “several victims remain trapped under the rubble and in the streets, where ambulances and civil defense teams are still unable to reach them.”

The ministry also reported that since the ceasefire agreement took place on October 11, 2025, 377 Palestinians were killed, 987 others were injured, and 626 victims’ bodies were recovered.

According to the ministry, the total death toll from the Israeli assault since October 7, 2023, has now risen to 70,366 martyrs, along with 171,064 injured.

The ministry called on the families of martyrs and missing persons to complete their information through its website and update the official records.

Gaza Civil Defense recovers over 30 bodies from mass grave at Al-Shifa hospital

Gaza’s Civil Defense crews have recovered the bodies of more than 30 martyrs from a mass grave, according to an official statement issued on Wednesday.

The statement noted that Civil Defense teams have been working for the fourth consecutive day to recover the bodies of martyrs from makeshift graves scattered across various areas of the Gaza Strip.

During the recovery operations, a new mass grave containing over 30 bodies was discovered within the walls of the Al-Shifa Medical Complex.

The agency estimated the total number of bodies buried in these graves to be around 300 and confirmed that its teams are continuing recovery efforts.

Earlier this month, the Gaza Ministry of Health announced the beginning of a process to relocate bodies that were buried inside the Al-Shifa Complex. It clarified that this transfer, coordinated with the relevant authorities, would begin on Sunday, December 7. After that date, all recovered bodies would be treated as unidentified and moved to the Dair El-Bala'h cemetery in central Gaza.

Since October 7, 2023, the Israeli occupation, backed by the US and Europe, has carried out a genocidal war on Gaza for two years, involving killing, starvation, destruction, displacement, and mass arrests, while ignoring international appeals and defying International Court of Justice rulings to halt the violence.

The Israeli war has resulted in over 239,000 Palestinians killed or injured, the majority of whom are women and children. Over 11,000 are missing, while hundreds of thousands have been displaced. Famine has also claimed many lives, mostly children, and widespread destruction has effectively wiped many parts of Gaza off the map.

 Israel releases 5 Gaza prisoners in critical health conditions

The Israeli occupation forces released on Wednesday evening several prisoners from the Gaza Strip who had been detained after October 7.

Local sources confirmed that five detainees from Gaza were released and immediately transferred to El-Aqsa Martyrs Hospital in Dair El-Bala'h to receive medical treatment, accompanied by International Red Cross teams.

The released prisoners were identified as Nabil Mu'hammed Mustafa El-'Hiloul, 51, Khadhir Fat'hi Nimr 'Abdul 'Aal, 45, Mu'hammed Jameel Sulayman El-'Aaydi, 33, Osama 'Omar Shakir Shildan, and Mid'hat A'hmed Mu'hammed El-Sultan, 41.

Since October 7, 2023, Israel has carried out a genocidal war on the Gaza Strip, involving mass killings, starvation, destruction, displacement, and arbitrary arrests, ignoring international calls and orders from the International Court of Justice to halt the assault.

The war has resulted in over 238,000 casualties, including martyrs and the wounded, most of them women and children; more than 9,000 missing persons; hundreds of thousands of displaced people; and a famine that has claimed the lives of many, especially children. It has also caused widespread destruction, erasing much of the region from the map.

Palestinian prisoner proclaimed dead at Israeli hospital

Palestinian political prisoner 'Abdul Ra'hman El‑Sabbateen, a 21-year-old from the town of 'Housan, near Bait La'hm (Bethlehem), was pronounced dead at the Israeli hospital of Shaare Zedek Hospital.

According to different Palestinian rights groups, prisoner El-Sabbateen has been in the Israeli occupation apartheid regime's prisons, since June 24, 2025.

El-Sabbateen’s death brings the total number of Palestinian prisoners who have died since 1967 in Israeli occupation apartheid regime prisons due to torture, medical neglect and harsh conditions to 322 martyrs, whose identities are known only to rights organizations.

Two Palestinians injured by IOF gunfire in W. Bank camp of El-Am’ari

Two Palestinian citizens, including a child, sustained bullet injuries on Monday morning after the Israeli occupation forces (IOFs) stormed El-Am’ari refugee camp, southwest of El-Beereh City in the West Bank.

The Red Crescent said that its paramedics provided first aid for a 13-year-old child and a young man who was shot with live ammunition in the thigh before transporting them to the hospital for further medical assistance.

According to eyewitnesses, Israeli special troops in a Palestinian minibus stormed the camp, fanned out through its alleys, and broke into homes before additional military reinforcements joined the raid, which lasted for several hours.

The IOF reportedly confiscated a car and clashed with local youths during the raid.

Dozens of Palestinians kidnaped by IOF from West Bank homes

The Israeli occupation forces (IOFs) kidnapped dozens of Palestinian citizens during raids in the West Bank last night and at dawn Wednesday.

According to local sources, Israeli occupation forces raided several homes in the Ras El-'Ain area, near Nablus City and kidnapped one citizen.

The IOFs also kidnapped two citizens from Toulkarm’s Artah suburb and Teqoa town in Bait La'hm (Bethlehem).

In El-Khaleel, the IOFs launched a wide campaign of raids and kidnappings in the town of Bait Ummar, where at least 20 citizens were kidnaped from their homes.

According to local sources, the Israeli occupation forces violently stormed citizens’ homes and rampaged through them, using explosive devices to break into some of them.

The sources said that the Israeli occupation soldiers stole a large amount of gold jewelry from one of the homes in Bait Ummar.

All the detainees were taken to an Israeli occupation army camp inside the Karmei Tzur illegal Israeli settlement, south of Bait Ummar.

In Salfeet, 10 citizens were taken prisoner following the IOFs raids on homes in different areas of the city.

Meanwhile, the website of El-Quds newspaper reported that about 100 Palestinian citizens were kidnaped or detained during overnight and dawn IOF raids in different areas of the West Bank.

He added that dozens of the illegal Israeli settlers from the “Kharasina” illegal Israeli settlement, built on Palestinian land east of the city, stormed the area in a provocative march, raising Israeli flags and chanting racist slogans against the residents of the area.

Jewish settlers attack Palestinian homes, cars in W. Bank

A horde of extremist Jewish settlers attacked the Wadi El-Rakhim Bedouin community west of Susya village, south of al-Khalil, on Tuesday morning, throwing stones and Molotov cocktails at residents’ homes.

Local sources reported that a group of settlers from the illegal Susiya settlement stormed the community and set fire to a vehicle and an agricultural tractor belonging to a local resident.

In a separate incident, another group of settlers hurled stones at Palestinian vehicles traveling on the road near 'Attara town, north of Ramallah.

The same settlers also blocked the road, which connects the town with Ramallah City.

In Bait La'hm (Bethlehem), settlers set fire to several Palestinian cars, and spray-painted graffiti on other cars and walls in Mara'h Raba'h village.

Arab League calls on ICC to include medical negligence against detainees in Israeli jails in war crimes investigations

RAMALLAH, December 10, 2025 (WAFA) –

The Arab League’s General Secretariat has called on the Prosecutor of the International Criminal Court (ICC) to include the deliberate medical negligence against Palestinian detainees in its ongoing investigations into war crimes and crimes against humanity committed by Israel in the occupied Palestinian Territory

In a statement issued today by the Palestine and Occupied Arab Territories Sector of the Arab League's General Secretariat, the Arab League condemned the medical neglect that led to the death of Abdul Rahman Sufian Muhammad al-Sabateen 21, from Husan town west of Bethlehem, who died in an Israeli hospital after his health deteriorated due to poor detention conditions.

The statement stressed that the Arab League regards Al-Sabatin’s death, the sixth Palestinian detainee killed in Israeli prisons since the beginning of this year, as a new crime, adding to the record of systematic Israeli violations against Palestinian prisoners, in clear breach of the Third and Fourth Geneva Conventions and international humanitarian law.

It further denounced the deliberate medical negligence policy practiced by Israeli prison authorities against thousands of Palestinian detainees, including children, women, and the sick, describing it as a form of slow killing and internationally prohibited torture.

The Arab League urged the international community, human rights and humanitarian organizations, particularly the International Committee of the Red Cross, to intervene urgently to pressure Israel to release Al-Sabatin’s body to his family, affirming its full support for the Palestinian people in achieving freedom and independence.

A statement issued by the Palestinian Prisoner’s Society (PPS) and the Commission of Detainees and Ex-Detainees Affairs said that Al-Sabateen had a court session on November 25, 2025, during which—according to his family who attended—he showed no visible signs of serious health issues, despite having suffered a severe abdominal injury a year before his detention, which had later stabilized.

The two institutions added that Al-Sabateen’s death adds to the record of slow killings carried out by the Israeli occupation against Palestinian prisoners and detainees, as well as to the series of systematic field executions that form a central part of the ongoing genocidal campaign being carried out against the Palestinian people.

The Commission and PPS affirmed that Al-Sabateen’s killing comes amid the occupation’s accelerated push to approve a law for executing prisoners, and against the backdrop of alarming findings revealed by human rights organizations—including some Israeli groups—regarding the number of Palestinians killed by the occupation in prisons and detention camps since the start of the ongoing genocidal campaign

Admissions from Israeli authorities have also revealed a sharp rise in the number of detainees killed in prisons since the appointment of the far-right minister Itamar Ben-Gvir to the so-called Ministry of National Security, who has, even before the war, systematically targeted and killed prisoners and stripped them of their basic rights.

The number of Palestinian prisoners in Israeli jails has exceeded 9,300, in addition to hundreds of detainees held in Israeli military camps. Among the prisoners are more than 50 women and around 350 children.

Government Operations Room discusses EU support for relief and restoration of essential services in Gaza

The Government Operations Room for Emergency Interventions in the Gaza Strip received today, Wednesday, the Deputy Head of the European Union Delegation, James Rizzo, for a briefing on the Room’s mandate and the government’s ongoing efforts to support relief, early recovery, and the restoration of essential services for the population in the Gaza Strip.

At the beginning of the meeting, the Head of the Operations Room, Samah Hamad, presented an overview of the Room’s role in coordinating humanitarian interventions within a unified national framework, mobilizing local and international resources, and enabling rapid planning, needs assessments, and multi-sector responses. She explained that the Operations Room oversees the implementation of the Relief and Early Recovery Plan, which reflects a Palestinian vision grounded in transparency, resilience, and inclusive national development.

Hamad noted that the Room now includes 54 national, international, and UN institutions, in addition to civil society organizations and private-sector actors. She warned that the current ceasefire remains fragile, and that humanitarian organizations face severe operational constraints due to security risks and Israeli restrictions on the entry of essential materials—hindering efforts to restore vital services such as education, health, and water.

For his part, James Rizzo reaffirmed the European Union’s commitment to supporting the Palestinian Authority and strengthening its role in Gaza. He highlighted the EU’s strong interest in supporting the health sector and ensuring humanitarian corridors for transferring patients to East Jerusalem hospitals. He also stressed the importance of allowing the entry of essential supplies and equipment into Gaza through all possible crossings and facilitating the work of humanitarian partners. 

Following the discussion, representatives of the ministries participating in the Operations Room presented updates on the situation across key sectors: 

Health Sector 

The Ministry of Health outlined the extensive destruction inflicted on Gaza’s health system, including the demolition of hospitals and primary care centers, the collapse of medical infrastructure, and the loss of critical equipment, operating theaters, and intensive care units. Israeli restrictions continue to block the entry of medical devices and spare parts, exacerbating the deterioration of essential health services. Despite limited resources, medical teams are working to rehabilitate partially functioning facilities. The Ministry emphasized the urgent need for thousands of patients—particularly cancer patients—to travel abroad for treatment and called for international pressure on Israel to open humanitarian corridors for medical evacuation. The Ministry expressed appreciation for the EU’s support to the health sector during this critical period. 

Water Sector 

The Palestinian Water Authority reported a relative improvement in water availability following the ceasefire, with overall production increasing by approximately 30% by the end of October. This progress resulted from increased water purchased from Mekorot, the reactivation of additional wells, and expanded operation of desalination plants, including the pilot launch of the Emirates plant in Rafah. Water trucking operations continue to offset major damage to networks, while emergency repairs to wastewater infrastructure are being carried out with international partners. Despite this progress, the sector still faces significant challenges due to widespread destruction and the inability to bring in essential materials. The Authority called on the international community to strengthen support for transitioning from emergency response to early recovery and reconstruction. 

Education Sector 

The Ministry of Education presented the unprecedented level of damage to the education system, noting that 82% of public schools have been completely destroyed and 18% partially damaged, along with the destruction of more than 90% of higher education institutions. Despite this, approximately 320,000 students continue their 2025/2026 school year through virtual learning, limited in-person classes in slightly damaged schools, and temporary learning points. The Ministry is working to address learning loss for thousands of students, announced Tawjihi results for 17,000 students, and is preparing for the second examination session in December 2025. Efforts include school rehabilitation in coordination with the Ministry of Public Works, launching virtual university platforms, and providing financial support to students and universities. Partnerships with UNICEF, UNRWA, UNESCO, and the World Bank continue to support safe learning, psychosocial services, feeding programs, and students with disabilities. 

Housing (Shelter) Sector 

The Ministry of Housing presented an overview of shelter interventions, including the assessment of 140 potential shelter sites in accessible areas. Two new shelter centers were completed east of Deir al-Balah in cooperation with UNDP, comprising 161 tents housing approximately 120 families from high-risk, flood-prone areas. Work has also begun on a 7-dunum site in Jabalia for families whose homes were completely destroyed, in addition to two new 30-dunum sites in Jabalia and Khan Younis. More than 25 existing shelter centers have been assessed and improved, and 300 tents were replaced with locally manufactured alternatives. In terms of private housing, approximately $600,000 has been allocated to rehabilitate 200 partially damaged units, using wooden panels and tarpaulins to ensure greater privacy and safety for families. 

Employment Sector 

The Palestinian Employment Fund highlighted the severe labor market crisis, with unemployment rising to 85% compared to 45% before the war, and more than 400,000 workers losing their sources of income. Youth unemployment now exceeds 90%, and women’s participation in the labor force has dropped below 9%, while around 80% of private-sector establishments have been fully or partially destroyed. In response, the Fund—supported by the EU, ILO, and UNDP—implements temporary employment, cash-for-work, and vocational training programs, benefiting more than 5,000 youth since the beginning of the war. Currently, 1,500 workers are engaged in temporary employment. The Fund also emphasized the urgent need to support nearly 50,000 female-headed households with direct economic assistance to ensure their dignity and basic livelihood.

The Government Operations Room for Emergency Interventions in the Gaza Strip reviewed today, Wednesday, the Ministry of Labor’s relief and early recovery plan for the Gaza Strip, during a session dedicated to assessing the unprecedented collapse of the labor market and the ministry’s strategy to address its impacts.

Samah Hamad, Chair of the Operations Room, emphasized the importance of prioritizing relief and early recovery as the foundation for stabilizing Gaza in the coming period. She commended the Ministry of Labor—particularly through the Palestinian Employment Fund—for providing job opportunities via cash-for-work programs that support government institutions, local communities, and the private sector, contributing to the restoration of essential services and investing in human capital as a key driver of recovery.

Minister of Labor Enas Al-Atari explained that the war resulted in a near-total paralysis of the labor market, with over 390,000 workers losing their sources of income and 37,000 establishments suffering total or partial destruction. Unemployment has accordingly risen to 85%. She stressed that revitalizing the labor market is central to economic and social recovery.

The ministry presented a detailed overview of the challenges facing workers, noting that the shutdown of productive and service sectors left daily laborers, craftsmen, and professionals unable to meet their families’ needs, while thousands of trainees and students were unable to continue their vocational and technical programs due to displacement and damage.

The Ministry of Labor outlined a two-phase operational plan:

Phase One: Emergency Relief (0–6 months)

Immediate interventions to protect vulnerable groups and provide urgent income support, including:

•          Temporary employment programs

•          Wage support for partially operating establishments

•          Provision of essential professional tools

•          Public employment initiatives in key sectors such as sanitation, water services, and shelter management

Phase Two: Recovery and Revitalization (6–18 months)

•          Measures to restore labor market capacity through:

•          Advanced vocational training aligned with post-war needs

•          Support for small and micro-enterprises

•          Assistance in reopening small and medium-sized businesses

•          Regulatory steps to reconnect workers with job opportunities inside and outside Gaza

Al-Atari highlighted the central role of cooperatives in the recovery phase, underscoring the importance of fostering sustainable, community-driven cooperative initiatives that create stable jobs and strengthen local resilience.

She also noted the importance of the National Opportunities Matching Platform in providing remote employment opportunities for Gaza residents amid severe movement restrictions. The Operations Room will support and promote this platform to expand beneficiaries and strengthen Gaza’s digital economy.

Al-Atari stressed that revitalizing the labor market requires broad partnerships with international institutions and donors to secure funding for employment and vocational training. She also called for international pressure to allow the entry of equipment, raw materials, and production tools essential for restarting factories and workshops, warning that continued Israeli restrictions will worsen unemployment and delay recovery for years.
