Rice Details U.S. Whole-of-Government Approach to Defeating ISIL

WASHINGTON, April 15, 2016 —

President Barack Obama’s national security advisor spelled out America’s whole-of-government strategy against the Islamic State of Iraq and the Levant during a speech at the U.S. Air Force Academy in Colorado Springs, Colorado, yesterday.

“It is a complex effort,” the national security advisor said. “It will not be accomplished fully in just a few weeks or months, or even a few years. But day by day, mile by mile, strike by strike, we are making substantial progress. And … we’re going to keep up the momentum.”

Rice detailed the coalition’s plans to continue the pressure on ISIL, beginning with continuing to hammer at the terrorist organization in Iraq and Syria -- the so-called core ISIL. Coalition forces have conducted more than 11,500 strikes against core ISIL since starting operations in 2014, she said.

Coalition Strikes Hit ISIL Targets in Syria

U.S. and coalition military forces continued to attack Islamic State of Iraq and the Levant in Iraq and Syria yesterday, Combined Joint Task Force Operation Inherent Resolve officials reported today.

Strikes in Syria

Attack and ground attack aircraft conducted six strikes in Syria:

-- Near Raqqah, a strike destroyed an ISIL bulldozer.

-- Near Mara, five strikes struck five separate ISIL tactical units and destroyed two ISIL fighting positions and four ISIL vehicles.

Clashes in the northern sector of Al-Quneitra and shelling on several areas there

Al-Quneitra Province:

Clashes took place between the regime forces and militiamen loyal to them against the rebel and Islamic Factions in al-Tlul al-Homr area in the northern sector countryside of Al-Quneitra, amid mutual targeting between both parties suing shells and the fire of heavy machineguns, followed by mortar shells launched by the factions on areas in Hodr town in the northern sector countryside of Al-Quneitra, no information about injuries.

35 killed during clashes in northern Aleppo

Aleppo province:

SOHR was able to document the death of 14 soldiers who were killed by clashes against rebels and Jabhat al-Nusra northern Aleppo, while no less than 20 rebels were also killed during the same clashes.

Human losses in al-Raqqa and Homs

SOHR, April 15, 2016

Al-Raqqa province:

Rose to 4 including a child the number of civilians who were killed by aerial bombardment on Raqqa city yesterday.

Homs province: A man and his son were killed by aerial bombardment on al-Rastan this morning, rebels targeted regime forces on the road of Salamia-Homs, no reports of losses.

Continued clashes in Aleppo countryside, and shells target Shekh Maqsoud neighborhood

Aleppo province:

Clashes continue between regime forces and IS around al-Rami military field ” al-Drehm field ” east of the town of Khanaser in the southern eastern countryside of Aleppo after it was taken over by IS. Regime forces in attempting to take control on the area.

Clashes continued after midnight between regime forces against rebels backed by Jabhat al-Nusra in al-Malah farmlands and around the camp of Hendarat amid aerial bombardment on the area, what killed 6 militants from al-Quds Palestinian brigade which is allied to regime forces. Shells fired by rebels fell on areas controlled by the regime in al-Zahraa, Shaer Tishren, al-Jahez street, and other areas of Aleppo city and new Aleppo, no reports of losses. Rebels re-targeted areas of Shekh Maqsoud with shells, no reports of loses.

20 airstrikes target Homs countryside

SOHR, April 15, 2016

Homs province:

Warplanes went in several airstrikes on the northern countryside, targeting Der Fol, al-Rastan and al-Sa’n al-Aswad with 9 airstrikes, and Talbisa, Asila, and al-Hawla with 11 airstrikes, no casualties reported. 4 Explosive barrels were dropped on aTer Ma’la. IS targeted soldiers vehicle in Abo al-Fawaris area west of Tadmur what devastated it.

Al-Raqqah Province: Three people at least were killed including a child, and number of others were injured in the bombing by warplanes on areas in the city of Al-Raqqah the main stronghold for the “Islamic state” organization in Syria, while Kurdish activists and fighters accused the Turkish troops of targeting positions for YPG in the eastern neighborhoods of Tal Abyad city in Al-Raqqah province, and there was no information about injuries. 

Al-Hasaka Province:

A landmine planted by the “Islamic state” in al-Mabrouka area in the countryside of Qameshly exploded, injuring two children, while a fighter from al-Sanadid army of the governor of al-Jazira Province Hamidi Dahham al-Hadi which is part of the Syrian Democratic Forces was killed during clashes against the “Islamic state” in the countryside of Shaddadi south of Al-Hasakah.
