Palestinians, Israelis Prepare for Qorei-Sharon Summit Nazir Majally, Asharq Al-Awsat Arab News OCCUPIED JERUSALEM, 29 November 2003 — Top-level Palestinian and Israeli delegates were yesterday preparing a possible meeting between Israeli Premier Ariel Sharon and Palestinian Prime Minister Ahmed Qorei while clashes continued and left one man dead in the Gaza Strip. Israeli soldiers shot dead 32-year-old policeman Saeed Abu Safra who tried to stop a mentally disabled man who had come close to the electric fence at the Jewish settlement Nisanit. The officer was shot in the head as he was approaching the disabled man, Palestinian sources said yesterday. UN Secretary-General Kofi Annan reported yesterday that Israel has failed to comply with a General Assembly demand that it halt construction of a barrier cutting deep into Palestinian West Bank lands. The official finding lays the groundwork for the Palestinians to return to the 191-nation assembly to seek further action against Israel. “I have concluded that Israel is not in compliance with the assembly’s demand that it ‘stop and reverse the construction of the wall in the occupied Palestinian territory,’” said Annan’s report, requested by the assembly in an Oct. 21 resolution. The report acknowledges Israel’s “right and duty to protect its people against terrorist attacks.” Meanwhile, top-level talks between Israeli and Palestinian representatives this week were aimed at kick starting the Middle East dialogue. The Palestinian prime minister told reporters in Ramallah that his office chief, Abu Lebda, would meet with Dov Weissglass, the head of Sharon’s office, tomorrow to prepare the summit. In London, Sharon’s son Omri and Palestinian President Yasser Arafat’s security adviser, Jibril Al-Rajub, met for confidential two-day talks organized by the British government, the newspaper Haaretz reported yesterday without giving any further details. A third conference between both sides in Madrid this weekend is expected to be attended also by delegates from Middle East, and experts from the United States, Jordan and the European Union. The contacts were taking place despite a statement by Hamas on Thursday which condemned the talks and said the Qorei-Sharon summit was being planned even “as Israel is practicing terrorist actions against our people.”
