The US Army said on November 24, 2004 it had replaced Maj.
Gen. Geoffrey Miller, the general in charge of U.S. detention centers in
Iraq seven months after he was sent there to fix problems exposed by the
Abu Ghraib prisoner abuse scandal. Human
rights groups criticized Miller over his tenure at Guantanamo, which
they called a "legal black hole." Former prisoners said they were
tortured there. The International Red Cross condemned the open-ended
detentions at Guantanamo.
